UoPeople uses a two-step admissions process that is structurally unlike any traditional institution in this database. Step one: all applicants are accepted into the Foundations phase, which consists of orientation courses (University Success and Learning online) designed to assess whether the student's actual performance - self-management, writing quality, peer assessment participation, asynchronous engagement - matches the demands of online college coursework. To advance to Degree-Seeking Student status, students must demonstrate satisfactory completion of these Foundations courses. Students who struggle with the nine-week asynchronous format, who are not self-directed learners, or who underestimate the weekly workload (8 units per week, each with peer-assessed assignments due before the next learning week opens on Thursday) frequently do not advance. The admissions application itself is open to any high school graduate with computer and internet access and adequate English proficiency - but actual degree-program enrollment requires passing through the Foundations gate, making performance the real admission criterion rather than credentials.

In February 2025, UoPeople received accreditation from the WASC Senior College and University Commission (WSCUC), the same regional accrediting body that accredits Stanford, UC Berkeley, UCLA, and the University of Southern California. UoPeople simultaneously and voluntarily withdrew from its prior national accreditation with DEAC, effective December 31, 2025. This is a genuine upgrade: regional accreditation carries more weight than national accreditation for credit transferability to traditional universities, employer recognition, and eligibility for most US graduate programs. However, the upgrade does not resolve all credential-recognition challenges. UoPeople's Health Science program is not a licensure-track nursing credential. The M.Ed. does not carry state-specific teacher licensure. For any career path that requires state board approval or programmatic accreditation (nursing, social work, counseling, teaching), UoPeople's WSCUC status is a necessary but not sufficient condition - students must verify that the specific graduate or licensing board they need recognizes UoPeople's programs before enrolling.

UoPeople is genuinely tuition-free in the technical sense: no charge for instruction, course materials, or enrollment. Students pay two types of fees: a one-time, non-refundable $60 application fee, and a $180 per-course assessment fee at the undergraduate level (as of the 2026-27 Academic Year pricing for students who saved their spot on or after June 7, 2026). A standard bachelor's degree requires approximately 120 credit hours, typically structured as 40 courses - yielding a total assessment fee of approximately $7,200 for a student who passes every course on the first attempt. Students who retake courses pay additional assessment fees per retake. Assessment fees must be paid two days before the start of the term (for students who saved their spot on or after March 29, 2026); non-payment triggers a financial hold that cancels course registrations. Scholarship funds exist - including the Emergency Refugee Assistance Scholarship, Simone Biles Legacy Scholarship Fund, Foundation Hoffmann Scholarship, and UoPeople General Scholarship - that can offset assessment fees for students who qualify or demonstrate need. Students should apply for these before their first term.

UoPeople's grading model combines instructor-graded work, peer-assessed assignments, and a proctored final exam at the end of each nine-week term. A significant share of every course grade is determined by peer assessors - other enrolled students who review and score each other's written submissions. Students who have not studied in asynchronous environments, who are resistant to feedback from non-credentialed peers, or who come from academic cultures where instructor authority is the only legitimate grading voice often find the peer-assessment model alienating and academically unsatisfying. Conversely, students who engage actively - submitting on time, providing substantive peer feedback, and participating consistently in weekly discussion boards - tend to perform well even without prior academic distinction. For a student counselor, the most important pre-enrollment question is not "can this student do college-level work?" but "can this student thrive in a fully asynchronous, peer-collaborative environment with no campus and no synchronous instruction?"
